e-Africa Opportunity - The African ICT sector provides a major opportunity for eADC as Africa is at the beginning of a new paradigm in using Internet and technology-enabled solutions for improving service delivery to its citizens and enhancing governance.

Continental projects sponsored by agencies of the African Union are beginning – for example in the Education sector alone, the NEPAD e-Schools Project is a project designed to implement tech- nology infrastructure and appropriate applications in over 600,000 public schools on the continent.

This project creates a single-market opportunity which is more than 6 times the size of the United States Public School market, with very few players involved. The NEPAD e-Schools project is an example of the opportunity for eADC as:

• Currently, very few ICT Pan-African solution providers specialising exclusively on Government Business
• Few ICT solution providers understand how Government business operates and how to engage with Governments and Donors in Africa
• There is a real need to establish a public private partnership model that works for all stakeholders

As a result, there is a great need for IT multinational Corporations to partner with solution providers who specialize in doing business with Governments across Africa. eADC is well positioned to take advantage of the increased number of opportunities in Africa for specific ICT solutions in the following sectors of e-Government:

• ICT infrastructure - hardware /connectivity
• Governance
• ICT training - civil servants/teachers
• Education
• Health
• Tourism
• Financial
• Energy

e-AfricaNEPAD e-Schools Opportunity & Other NEPAD opportunities – a) NEPAD e-Schools Opportunity - The NEPAD e-Schools project is an “African Union Priority Project”. It is the largest project of its kind where up to 670,000 schools (7 times the size of the U.S. public school sector) in over 50 countries on the African continent will be connected to the internet and the schools will use technology applications for education.

The project has 4 main objectives, which are:

• to use Information and Communication Technologies (ICT) for Education Administration and Management in schools and school administrations.
• to increase student usage of ICT in schools.
• to utilize ICT for teaching and assessment.
• to establish a health point in all schools.

NEPAD intends to implement the project in all 670,000 schools via 5 consortiums in three phases over the next ten years.

NEPAD expects to spend a minimum of $5 billion per annum in each phase. Funding support for the project and for Education in Africa is provided by various sources:

• the Funding Partners in the project (“NEPAD’s Development Partners”) include the World Bank, Swiss Development Agency, Development Bank of Southern Africa, UNESCO and others.
• the G-8 has recently announced its agreement to cancel $40 billion or more of debt repayments from some of the poorest nations, which include some of the countries participating in the NEPAD education project. The purpose of the debt cancellation is for those funds to be earmarked specifically for investments in education, health, and infrastructure in those countries.
• G-8 just issued a communiqué agreeing to double aid to Africa for infrastructure, education and health.
• each country will utilize their education budgets to include in the expenditures associated with the project implementation.
• UK’s recent pledge of $15 Billion to support education projects in Africa over the next 10 years.

eADC’s participation in the NEPAD e-Schools project is currently threefold:
• Microsoft Consortium – Represented Microsoft as its Consortium Leader
• Consulted directly to NEPAD e-Schools
• Respresented Microsoft in the ISPAD Partnership
• Developed relationships with over 30 companies, some of whom have agreed to use eADC’s services for further penetration of the African Sector. These companies include solutions providers in the areas of Ad- ministration & Management, and Curriculum Content.

These roles and responsibilities position the Company well for the Phase 1 national rollouts and future Phased national rollouts.

Other NEPAD Opportunities for eADC

• NEPAD eTourism – eADC is already working with e-Africa Commission on a project (details?);
• NEPAD eParliament projects need support to plan, manage and roll-out with the NEPAD's e-Africa com- mission – partnerships and steering committee to be established and coordinated from NEPAD
• UNDP SACI project requires private sector partners to help in deploying ICT solutions -
• Microsoft require strong Public Sector partner to pursue Government and Donor funded projects
• Other ICT related private sector partners seek assistance and partnerships for Africa
• Several Governments are looking to Technology partners to deploy ICT solutions –within Education, Health, Governance, ICT capacity building
• E-Africa Commission – The eAfrica Commission is the management arm for continental technology- related projects of the African Union. As mandated by the Heads of State of the African Union, the Commis- sion consists of Ministers of Technology of African countries, as well as Commissioners that are respon- sible for the development and implementation of continental projects including education (the e-Schools project), health, skills development, programs for youth and women, local content, e-government and others.

Each of these 12 projects could be as large as the e-Schools project. As a result, eADC has the potential to replicate e-Schools revenue and earnings potential in each of these other projects in which it chooses to participate.

Agile Learning (Private Sector Example)

The Agile Learning Company develops and implements technology enabled, integrated school administra- tion and management systems, curriculum and teacher training solutions. These solutions are designed to assist schools and school administration in the successful execution of their core missions of helping all children achieve academically and better managing the educational enterprise.

The Company’s educational team includes: a) experts in the field of educational research, b) former heads of U.S. government agency educational directorates responsible for the development and management of na- tional mathematics and science programs, resulting in improved student academic achievement and im- proved systemic delivery of services to school departments and school districts, c) internationally recognized experts in child development. Agile’s programs have been recognized for improving the effective manage- ment of educational data, improving student performance and increasing teacher effectiveness and retention.

Agile has partnered with NEPAD and 3 consortiums in the NEPAD e-Schools project. Despite these revenue enhancing partnerships, Agile Learning has agreed to engage eADC to assist in the placement of its solu- tions in the areas of health, education, and other public sector projects. Agile will pay a fee to eADC for the successful placement of its solutions in projects in Africa, as well as the Middle East. eADC have engaged other Private Sector entities, such as Learnthings (Curriculum and Content provider, also involved in the NEPAD e-Schools Project), Computainer (a major provider of Health content for the Education and Health related fields)
